Terms of reference – lease of restaurant at LB October 2023 Final
Notice is hereby given in terms of section 63(2) of the Local Authorities Act, 1992 (Act 23 of 1992), that Municipal Council of Walvis Bay invites individuals, companies, local businesses, or SMEs to lease the restaurant/business facility on Portion 11 of Farm 42 (Langstrand) for a period of five (5) years, starting on 1 December 2023 until 30 November 2028. Interested parties can submit Expression of Interest through detailed business proposal(s) for the rental of the business facility by way of private transaction.
The following compulsory documentation should accompany the Expression of Interest:
• Company Registration document (BIPA)
• Original NamRa Good Standing Tax Certificate
• Original Social Security Good Standing Certificate
• Affirmative Action Compliance Certificate or waiver
• Section 138(2) of the Labour Act undertaking
• Bid Securing Declaration
The Expression of Interest must include Offer to lease the restaurant/business facility per month and new innovations to lease the business facility.

The successful companies/individuals/SMEs should, if award-ed the lease, register the business with Municipality of Walvis Health Division.
A clarification meeting will take place at 11:00 on Tuesday, 31 October 2023 at Langstrand Resort Office (Portion 11 of Farm 42)
The completed Expression of Interest must be sealed in an envelope with the following inscription on the envelope “Lease of restaurant/business facility at Langstrand Resort” and deposited in the Bid Box in the foyer of the Civic Centre on or before 11:00 on Friday, 3 November 2023.
Documents will be opened at 11:10 on the closing date in the Dolphin Conference Room at the Civic Centre, Walvis Bay and in the presence of those who submitted Expression of Interest.
The successful bidder must be willing to sign an agreement with Council.
