Shimbilinga further noted that the Municipality continues to work closely with the Ministry of Environment, Forestry and Tourism, particularly on matters relating to land within the Dorob National Park. A process is currently underway to facilitate the transfer of the relevant portion of land, which is expected to improve oversight and long-term management.<\/span><\/div>\n<\/div>\n

Unlawful occupation at the landfill was highlighted as a key contributor to recurring fires, as it disrupts normal site operations. In response, the disposal of tyres at the landfill has been halted with immediate effect as part of broader efforts to curb tyre-burning incidents and improve site management. Businesses have been urged to take responsibility for environmentally responsible tyre disposal, while residents and stakeholders are encouraged to submit sustainable solutions.<\/span><\/div>\n<\/div>\n

On economic matters, the Mayor provided an update on the relocation of informal traders following a multi-stakeholder meeting held on 10 April 2026. Progress has been made on a proposed site in Kuisebmond, where preparatory work is nearing completion. \u201cAs of today, the site is approximately 90% ready. Outstanding work is limited to final levelling, and additional sand placement is scheduled for 28\u201329 April 2026,\u201d he said. <\/span>Allocation of trading spaces is expected to be finalised by 30 April 2026, after which an orderly relocation process will be implemented in collaboration with the Work Together Association.<\/div>\n<\/div>\n

The Mayor also addressed delays in municipal project implementation, noting that objections raised during procurement processes can impact timelines.<\/span><\/div>\n<\/div>\n

\u201cWhen a contracting authority issues the notification triggering the seven-day standstill, any bidder who lodges an objection within that period prevents the contract award or signature from proceeding until the objection is resolved,\u201d he explained.<\/span><\/div>\n<\/div>\n
\n
He emphasised that while the process promotes transparency and fairness, it can delay the execution of projects when objections are raised or upheld.<\/div>\n<\/div>\n

Cllr Shimbilinga further reflected on his recent participation in the Second Africa Urban Forum held in Nairobi, Kenya, where he attended as head of the Namibian delegation. The forum concluded with the adoption of the Nairobi Declaration, which outlines shared priorities for sustainable housing and urban development across the continent. A report on the engagement will be submitted to Council at the next meeting and thereafter forwarded to the Ministry of Urban and Rural Development.<\/span><\/div>\n<\/div>\n

In closing, the Mayor urged businesses and institutions in Walvis Bay to comply with Cabinet directives regarding the display of national symbols, including the portraits of the President and Founding President, as well as the Namibian and African Union flags.<\/span><\/div>\n<\/div>\n
