MUNICIPALITY OF WALVIS BAY AND DEVELOPMENT WORKSHOP NAMIBIA PARTNER TO ADVANCE LAND DEVELOPMENT

The Municipality of Walvis Bay has formalised a partnership with Development Workshop Namibia (DWN) through a Memorandum of Understanding aimed at accelerating the delivery of serviced land and expanding access to affordable housing opportunities.

The initiative follows a Council resolution adopted in April 2026 for the joint development of Portion No. 15 Green Valley, Green Valley Extension 5, and Portion No. 17 Narraville. The project is expected to yield approximately 1,100 residential erven.

Speaking at the signing ceremony, Chief Executive Officer of the Municipality of Walvis Bay, Victoria Kapenda, said the agreement speaks directly to community needs.

“This Memorandum of Understanding speaks directly to the needs of our community. Development Workshop Namibia has been involved in this field for many years and has demonstrated its ability to successfully deliver projects of this nature. We now look forward to working together to ensure that the project is implemented within the agreed timeframes,” she said.

Mayor of Walvis Bay, Councillor Johannes Shimbilinga, welcomed the partnership, noting its importance in addressing land demand.

“It is encouraging to see this initiative come to fruition. Access to serviced land remains one of the key needs of our community, and this partnership represents an important step towards addressing that need,” he said.

Chairperson of the Management Committee, Councillor Ephraim Shozi, described the agreement as a milestone achievement and emphasised the importance of prioritising implementation.

“This is a milestone achievement for the Municipality and the residents of Walvis Bay. We encourage Development Workshop Namibia to prioritise this project so that implementation can commence as soon as possible,” he said.

Development Workshop Namibia was represented by Ambrose Wohler and John Shapumba, who reaffirmed the organisation’s commitment to working closely with the Municipality to deliver serviced land.

This partnership marks a significant step in strengthening collaboration to support sustainable urban development and improve access to housing in Walvis Bay.
