MANAGER: FINANCIAL ADMINISTRATION – DEPARTMENT OF FINANCE
(PATERSON GRADE LEVEL D3)

Purpose of the Job

The incumbent will be responsible for leading and managing the Municipality’s financial accounting environment by establishing robust financial systems, policies, and controls. The role ensures compliance with statutory requirements, promotes and sound financial governance.

Minimum Requirements

  • Bachelor’s Degree in Accounting , Finance (NQF Level 7)
  • An Honours Degree (NQF Level 8) will be an added advantage
  • Minimum 8 years’ relevant experience, of which at least 5 years must be at senior supervisory level
  • Valid Code B driver’s license

Key Competencies

  • Advanced knowledge of financial accounting principles
  • Sound understanding of the Local Authorities Act, 1992 (Act 23 of 1992)
  • High level of integrity, governance and accountability orientation
  • Excellent analytical, communication, people management skills and problem-solving skills.

Key Performance Areas

  • Lead the annual budgeting process, including coordination of the Budget Committee and ensuring alignment with strategic priorities
  • Oversee the preparation and submission of Annual Financial Statements in compliance with applicable standards
  • Monitor and analyse financial performance, advising management on trends and corrective actions
  • Maintain internal controls and risk management frameworks
  • Oversee financial governance processes
  • Manage insurance portfolios, claims, and risk exposure
  • Ensure compliance with tax and VAT obligations
  • Provide leadership to the division, including performance management and capacity development.
  • Support Council strategy through financial planning and reporting

Remuneration:

Basic Salary:                           N$ 787 624.00 pa

Housing Allowance:                      N$ 322 925.84 pa

Vehicle  Allowance:                      N$ 159 840.00 pa

Cellphone Allowance:                 N$ 8 820.00  pa

OR

Rental Allowance:                         N$ 165 401.04 pa

Pension Fund membership as well as Medical Aid membership (both employee and employer contributions) are applicable.
