MUNICIPALITY OF WALVIS BAY UNDERTAKES STRATEGIC PLAN REVIEW AND INITIATES DRAFTING OF NEW STRATEGIC FRAMEWORK

The Municipality of Walvis Bay has commenced a comprehensive review and assessment of its current Strategic Plan (July 2021 – June 2026), marking the beginning of the process to draft a new Strategic Plan that will guide the Municipality’s development priorities for the next five years. This is the tenth such retreat since the reintegration of Walvis Bay.

This review signals not only a reflection on the current strategic cycle, but also the official start of developing a new, forward-looking Strategic Plan aimed at strengthening service delivery, accountability, and sustainable development.

The review, which is taking place at Gross Barmen, forms part of a dedicated three-day strategic retreat involving Council and Management, aimed at evaluating progress made over the current strategic cycle. The retreat seeks to reflect on achievements recorded, while also identifying reasons why certain targets have not been fully realised, thereby creating an opportunity to learn, improve, and reposition for enhanced performance.

In his opening remarks, the Mayor emphasised the importance of values-driven leadership, accountability, and teamwork. He called on leaders to remain focused on delivering results for the residents of Walvis Bay, highlighting that leadership is not about power, but responsibility. He further stressed the need for active listening, collaboration, and maintaining a unified vision to better serve the community.

Chief Executive Officer, Ms Kapenda, underscored the importance of the review process in shaping a responsive and realistic Strategic Plan. She highlighted the need to refine the Municipality’s mission and vision, identify clear priorities, and develop measurable and achievable goals.

While this process only includes the initial drafting, stakeholder consultations are scheduled to take place to ensure an inclusive process.
